A Framework for Personal Revelation

Pilots operate within a framework: they fly within the capacity of their aircraft and they follow directions from air traffic controllers when using the runway or flight paths. "No matter how brilliant or talented they are, only by flying within this framework can pilots safely unleash the enormous potential of an airplane to accomplish its miraculous objectives."
We receive personal revelation within a framework, too: after we are baptized, we are given the gift of the Holy Ghost. Here are some elements of the framework:
1. Reading the scriptures stimulates personal revelation. "When we want to speak to God, we pray. And when we want Him to speak to us, we search the scriptures." -- Robert D. Hales.
The scriptures also teach us how to receive personal revelation, e.g. don't ask for things contrary to God's will, have proper motives not personal agendas, ask in the name of Christ, believing that we will receive.
2. We receive revelation only for ourselves and those within our stewardship. Only the prophet will receive revelation for the Church as a whole. "Personal revelation rightly belongs to individuals. . . . Church leaders may teach doctrine and share inspired counsel, but the responsibility for these decisions rests with you. That is your revelation to receive".
3. Personal revelation will always be in harmony with the commandments and our covenants. If we ask for revelation about something that we already have clear direction about, such as commandments and covenant law, we risk being "misinterpreting our feelings and hearing what we want to hear."
One exception to the rule is Nephi slaying Laban, but note that Nephi did not ask to slay Laban. It wasn't for his personal benefit. And Nephi was sure it was revelation.
4. We must recognize what God has already revealed to us while being open to further revelation. If God has answered a question and circumstances have not changed, God has already answered the question. Do not pursue a different answer.
As we trust prior answers, we should be open to further revelation. Revelation often comes "line upon line" and "precept upon precept."
